Exactly, thats how most horned animals develope their horns, after birth.

Unicorns lay eggs. The horn develops to break the baby out of the egg much like a bird's beak does.

The unicorn mother dies upon giving birth as the infant rips its way free of the womb. Hence there aren't many around anymore. Some people even think they don't exist because they're so rare.
