The legal age to get a tatoo in the US is 18 so unless tatoo is illegal or they're not in the US then they are in fact "adults"

In Las Vegas, we can get tats at 16 with parental consent, legally.

Maybe they're in Canada. If you're under 18 all you need is a parent signature. I don't know what the lowest age is.

You can get a tattoo at 16 with parental consent. You can also get married at 16 wih parental consent. Or at least here in the US you can.

We can get tattos anytime in some places here but marriage is always 18+
