You can do whatever you want to currency as long as your not trying to change the denomination. For example trying to make a 1 dollar bill into a 10 a 10 to 100 and so forth

Hey now! Art isn't stupid. If this person is still set on making something after 3 years, it must certainly be extremely creative and amazingly expressive and meaningful to them.

And also, there is way worse things you could have done with that money. I also doubt the usefulness in celebrities having ten huge mansions all over the world.

Also if u cut the eye out the bank might replace the bill and you can probably still use it because more than 51% is accounted for
