Most sites can, I don't see why this one is any different and I've been on plenty of forums in my time that had to do ip bans on trolls and general asshats. The tech is available to allow bans clear to the m.a.c address level so that even using a proxy wouldn't let you access a site.
How would MAC bans be practical? The MAC addresses in the packet change every time it's sent between routers. The website would only be able to obtain the MAC address of the last router to send the packet.

I've been IP banned before, trust me, it could happen. Happen to me for 4 days until contacting fs.
That depends on the connection though, for example I use a satellite modem for internet, it has its own mac address if it's blocked my whole network would be unable to reach a site so in certain cases mac blocking would be possible and easy. In some networks routers aren't practical or even used so mac blocking in those situations is also usable.
MAC addresses are a hardware thing, every unit has it's own address. When you send an information packet through the internet it passes through multiple pieces of hardware on it's way to the destination. Every time the information passes through another piece of hardware the MAC addresses in the packet change, so your router's MAC address wouldn't be in the packet that the destination website receives.
I stand corrected then, granted it has been over ten years since I took networking classes and those skills aren't readily useful in my current line of work although the computer repair parts get regular use.
Just not calling people out doesn't really seem like respect. Do you think respect and tolerance are synonyms in this context?
