oh they do, its just that the police rarely carries lethal weapons (and so most criminals doesn't either).

Great point. You convince the criminals (the people who by definition are immoral) to trade their guns for knives. When you're successful ill make sure the cops do the same.

The police carries guns everywhere, they just don't ever have the reason to shoot anybody because we are so awesome

First of all, we do have quite a lot of darker skinned people in Norway. Secondly, skintone has nothing to do with being shot by the police. Not in Norway, and most times, not in America either.
