I had a class like this once. It was so full that some people had to sit on the floor and the steps going into the room. They didn't have a desk or any thing to write on.
Yeah usually. In my case the class was originally supposed to be in a bigger room and it was changed last minute and whomever changed it never checked to see if there was enough seating. So then when the teacher complained about it they couldn't find a room big enough that was available during that time slot. That's still not a good excuse to make students go through the that after they paid all that money.
In my experience, those are likely people who are on the waiting list. They don't have seats, sure, but they are hoping for the eventual drops to open up spots for them and are responsible enough to do whatever they can to keep up with the class until then. Not as big a deal as some would have you believe.
In some classes they actually over book classes because the drop/fail rate is so high that they expect people to drop and it brings the numbers down to the correct amount of people. At least that has happened at my uni....
