I'm pretty sure these were made for when tornados hit. The backing protects their neck and back and the bright orange coloring makes them easier to see in case of rescue.
It's sad that this happens so often that they have a plan for it (see user's link), but they don't have anything to stop kids from being killed. Like having armed people in the schools to protect children and youth. Plans to evacuate can still get students killed because shooters know they are going into an area that will not fight back. Attacks typically happen in areas where no one can stop them (no carry zones).
We already had a go at these the last time they popped up. The thing is, is that these are ment for tornado and earthquake prone regions, (hence the orange color and the children being in the hall) not for ballistic protection.
All of my research indicates that the manufacturer is claiming balistic protection, but they haven't actually been tested NIJ standards. It would seem that they are merely using and capitalizing on the fear of school shootings, without actually having data to back up their claims.
