They wrote this from one point of view. So someone on the bottom of the stairs looking up should see you go up on the right hand side and someone going down on the left hand side.
What they should have written is "Stay on your right hand side of the stairs"

Like in the Wayside School books. The school from those books frustrated me so much but at the same time I could not stop reading them.
