Not really my cameras are set to only record when they sense motion, most stores could do the same thing, my long range camera (300 feet visible on a non foggy night) is equivalent to probably a 5 megapixel camera and records at 800 megabytes an hour to a computer with a 500 gig hard drive and has yet to fill the drive since I cleared the old recordings two months ago. Granted though I only have four cameras on that system at the moment until I get the dedicated dvr setup and the other 12 cameras installed.

You also have to take into account that most public places that have security cameras have a lot of people going through. So the cameras will still end up recording pretty much all the time. But if it was in an area that doesnt have alot of people coming and going, like a home. The motion sensors would work fine.
Yes in a busy place like say target they would record a lot during the day, but after closing time they could be set to motion record and save a lot of hard drive space, the Usb dvr I'm using let's me set it up that way and of a little $40 no name piece of tech can do that I'm sure a $3000 commercial setup can as well, if you're serious about protecting stuff you find a good middle ground, even my crappiest camera which is essentially night blind past ten feet (which is why it points at a door five feet below it) is better than some of the security footage I've seen from a multi-million dollar company. *smashes glasses with a board* NO!
A lot of CCTV cameras are designed to run 24/7, and even on huge redundant arrays of HD's, there isn't enough space to hold that much High-Def footage. Oh, and if you want quality, look at some DSLR's.
Plus look at the cost those cctv probably cost no more than 100 for that piece and phone costs like what? 500 or more plus those cameras are made that size and style to be clearly visiblw which in and of itself will deter people from illegal activities just because they see camera recording them
