when i used to deliver pizza, i went the community posted speed limit (i think it was 25), and the lady i delivered too flipped out on me for going to fast and called my manager to complain, it was some serious bullshit. go lobby for a changed speed limit if you think its too fast, dont try to punish the individuals going to fast
