Im a dude, and honestly, wear a black shirt (depending on how buffed you are you want to adapt the shirt, Im not very riped, so i go with adjusted cuts shirts), dark blue jeans (do not tuck your shir into the jeans.), watch yourself in the mirror : you look good. Now roll up those sleeves (again, im not buffed or anything), you look fucking badass. What is weird is that on the oposite i find short sleeved shirts make you look like a fool.
I suppose I dress to look professional. Rolled up sleeves do not look professional. I guess it really just depends on what you are trying to accomplish, but I honestly think rolled up sleeves look sloppy and not attractive or "badass". At best they represent laid back.

Apparently the 3 earlier comments have never seen a good looking short sleeve button down. Never with a tie and never with a jacket, but I have a handful that are great!

It's appealing because it looks like a respectable man (dress shirt) has been working hard (rolled up sleeves). It's similar to when a girl ties the front of her dress shirt into a knot (calendar girls do this a lot).
