I have heard that the time waited is directly proportional to the tenure/seniority of the instructor:
Teaching assistant? Why are you even showing up?
Garden variety/new professor? Five minutes.
Fun professor you like? Ten minutes.
Tenured professor? Fifteen minutes.
Published research professor? Twenty minutes.
Senior professor with tenure, published and several PhDs? Thirty plus.
Pop culture icon doctorate still teaching with numerous published research papers, books and countless TV appearances? Sit your ass down and wait. This is a professor you want to get to know. Turn on the tv, that might be why they are late.
The kids in my school do this for multiple classes

This honestly happened once. Then the resource officer asked us why are we outside the classroom and we said he was not here for like 30 minutes and she actually let us wait for him w/ free time
My school doesn't have this rule, and one of my teachers will either show up 40 mins late (in a 50 min class) or not show up at all and we aren't allowed to leave. We have to sit there doing nothing.
The one time, we timed it and the teacher came after 13 minutes
