You can't "reinvent" something ... If it's invented it already exists ... You can,however, improve on what already exists... Which is what happened to the wheel
To improve on what already exists is not the same as making changing something so much that it appears to be entirely new. Example, the first iPhone reinvented the cell phone, the iPhone 6s is an improvement of the iPhone.

Ok, I see your point. Sorry I didn't think about it that way and corrected you.
Each step of that evolution involved tons of work and innovation (vulcanization brought modern rubber), I think the saying is more along the lines of "let's not go crazy here"
The wheel was more an idea than a specific design. Like not all houses look the same, but they're all still a house and we didn't "reinvent" them every time we made them differently
