But.. the man is a painting.. It cuts off at the shoulders, and unless that painting is really a window into another room. The man has no legs or body, just a head and shoulders.. Correct me if I'm wrong?

It's a sweater with horizontal stripes, one is thicker at the top making his head look cut off. Just look hard at where his body should be and you'll see it.
