It's a perfectly reasonable phrase if they don't intend to change their view, whether you're talking about facts or opinions.

except facts are either true or false and tested with evidence and research: so when someone says that, in particular when relation to things involving science E.G. evolution and climate change in particular, it means that one of the parties aren't accepting reality and is kind of just ignorant and close minded...
