No you can't. Not by that much. She's wearing bubble eye contacts which force your eyelids open to make your eyes appear wider and rounder, like a bubble. That's also why her eye is blue instead of brown.

Is there also some sort of tape they stick on their eyelid or am I mistaken? Remember hearing about that sort of thing but can't remember exactly what it was

The contacts don't change the shape of the eyelid, just make the iris look bigger. The opening effect is achieved with glue or tape.
