And the reason bullying persists is mainly that this is how adults think bullying works.

Google it, dude. There's plenty of depressing material on YouTube. But the gist of it is that some kid wants respect from his peers and gets it by smacking around the Socially Incompetent Kid (there's always one). And when Socially Incompetent Kid asks an adult how to make it stop, the adult usually tells them that the bully is just insecure (which is true) and that they should pity the bully (which is slightly less true), and if they're just polite and act like the bigger man, the problem will go away (which is a steaming pile of bullshit).
