There are actually so many dialects in the German language that a lot of Germans speak to each other in English because they can't understand each other's German. My brother learned that when he was stationed in Germany.
I live in the Netherlands, the only German people I've met who could speak English were all in academia; the random dude on the street usually can't speak English. In the Netherlands, any ten years old can speak English; maybe shittily, but understandably. I'm not bashing on Germany, I'm actually French and it's a disaster there as well.
