that fact that you haven't been told to raise your hands is probably the following:
1. did not make sudden moves that look suspicious
2. you probably treated the cop with respect
3. you followed orders.
4. you discussed/conversated about the situation instead of just yelling at the cop and escalating the situation.
it really isn't about race. it's more on how you see the situation and your actions within it.
The fact I've been told to raise my hands from an officer of the law is due to me not being a situation where that has been seen as warranted. But, nobody has answered my question.
You do whatever the fuck the cop tells you to do. Put your hands behind your head, face away from me, walk backwards towards the sound of my voice, get on your knees, lie face down with your arms and legs spread, etc. Not doing so make you at risk of being tazed, pepper sprayed, tackled, charged with resisting arrest and even shot. Source: I live in a shit neighborhood, never seen someone get shot by a cop, but I've seen everything else.
