But there aren't any holes in the bottom of the bag. The fish would still have like an inch of swimming room.

Yes but the fish doesn't know that. More water could be poured in later but the fish doesn't know that

Add depression and thats the hole at the bottom of the bag. Add Higher levels of each and the holes get bigger.

Plus even if the hole is 1inch above the bottom after a certain amount of water going out the bag would fall on its side
