Going by the dictionary definition of the two words:
Terrorist: a person who uses terrorism in the pursuit of political aims.
Terrorism: the unofficial or unauthorised use of violence and intimidation in the pursuit of political aims.
The white boy was still a terrorist. He may not be right in the head but he still falls under the definition of "terrorist" as much as any of the official groups. Interestingly, because the definition of terrorist only refers to a single person - "a person..." - regardless of how racist, bigoted or against a religion someone is they can't be called a terrorist until they personally conduct or cause an act of violence to further their goals.

Guys. Guys. The guy in the picture is portrayed incorrectly as a Muslim. That's the appearance of a Sikh. Sikhism is an absolutely different religion in contrast to the Muslim faith. And Sikhism originated in the Indian Subcontinent. They aren't Arabs.
