Or faithful Scooby knows Shaggy is just as scared as he is so he slows his running to match Shaggy. So they can hide together because he is loyal to Shaggy and would never leave him behind.

That's what my dog always does when we go running. I know that she can go way faster than me but she always runs by my side.
