That's actually how they were at first. the retardant was in a glass ball dealio that you threw at the fire. As for why it isn't a thing anymore, I'd guess that it's a lot more efficient to have a pressurized spray you can aim, as opposed to the fraganade method
Actually no, most of the English translations in China are pretty hilarious. I went to this buffet in Beijing and the translations were obviously Google translated, like the potatoes were "Red chips" and the taro were "Steam the Taro"
