I'm no scientist but don't rain drops fall little by little until the cloud runs out. Clouds don't just plop down all at once.

Water evaporates and goes as high as it can until it's the same density as air. Then I think they clump together because of the electron thingy.

It's air resistance that makes water break apart into drops as it falls. Resistance also regulates terminal velocity (the top speed something can fall.) Without air resistance, the droplets would quickly cling together forming a supersonic blanket of death.

Well no air resistance would imply that there's no air, so we wouldn't exist anyways
