Can we just take a minute to appreciate how awesome this is

Probably in part admission cost. Like how retirement homes here charge to take care of loved ones, they have to pay (and likely pay extra) to live in this area. But that's just part of it. There's probably also donations and a much larger portion contributed by something else

My guess would be government money, or a public/private partnership.
