They learn to form their mouths in the right way and produce sound. Those that are hard of hearing can actually speak pretty clearly compared to those who are completely deaf. But it's amazing that people can talk at all without ever hearing.

On tumblr, people can submit "asks" which are messages that the receiver can either publicly or privately respond to. As most of these are in fact questions, it has become slang for asks in general. So yes, there is technically no question but the context does not condemn this.
