The general idea is that certain areas are more susceptible to damage from storms, and some of those places tend to have a high percentage of certain races, so inclement weather has a tendency to affect those races more than others.

I think she is trying to point out that Haiti was hit the hardest out of all other nations because they don't have the resources, money, or infrastructure to deal with such devastation unlike the U.S. for example. No more than 50 people died in the U.S by the hurricane, even though it is sad, it is nothing compared to Haiti's death toll of at least 1,000. Yes. Haiti was affected the most because of the conditions they live as the poorest country in the American cintinent. HOWEVER, it has nothing to do with racism! Humans can't control that type of weather (although I have a friend that believes we can ...but anyways) same thing would happen in NIcaragua, Honduras, Venezuela. It was unfortunate. But not forced by humans in anyway!!!!
Their colonial history is founded upon racism though. Which is one of the reason why it is so poor and does not have the social infrastructure to prepare for this kind of storm.
