There's a certain size for a warhead, which once reached makes it thoroughly impractical compared to multiple smaller warheads. Clearly Russia has not heard of the law of diminishing returns.
Ah, this article seems to imply that it is multiple smaller warheads. And claims that the upgrade is likely to the electronics (guidance, etc.) rather than the warheads themselves.

Russian nuclear scientists know full well of the saturation effect and diminishing returns on warheads. This is just lazy, Ill informed reporting.
Sure, an RS-28 *could* theoretically deliver a Tzar Bomba like 50Mt warhead, but that's not what it's designed for. Russians don't have those anymore, technically never did. They only built and tested one.
The RS-28 is a MIRV equipped IBM designed to carry 10-24 seperate warheads. Not some mythical uber bomb. The RS-28 is not unlike the US LGM-118 Peacekeeper (retired) or the LGM-30 Minuteman 3.
Still, my point is that a peace has to be achieved in Syria
