There shouldn't be any problems with the water from the cooling towers, especially if they're dumping it into the natural water.

Probably not. What they are swimming by might be the warm water that had been used as coolant, which is safe and not irradiated because it was a safe distance from the reactor. As for the coal plants, it might be the water that had been used for steam generators. Although it should theoretically be put through an endless loop, in practice the water has to be changed out sometime.

It's true, in florida we swam with manatees near a nuclear power plant, but the water is usually red
