That's one of the most frightening things about dictators and serial killers. We see them as monsters, but very rarely do we take two seconds, look at the person and think "Oh fuck, he looks nice. He looks smart. I could totally have trusted that dude if I didn't know what it was up to". This sort of things, like pictures of young Stalin or Hitler playing with his dog are never shown in school and quite rarely in mass media, which hides an important part of reality.
