The President of Germany, Paul von Hindenburg, gave Hitler emergency powers and instated him as Chancellor on January 31st, 1933. It wasn't until Hindenburg died in 1934 that Hitler became Führer of Germany and began his Third Reich, as well as his persecution of the German Jewish population.
The Nazi Party was also not formed by him, he joined up and gained influence after the Beer Hall Putsch failed in 1924 and he was sent to jail where he wrote Mein Kampf. Over the next few years he used his popularity to work his way up through the Party until he became their leader.

The Nazi Party grew out of the German Worker's Party, and it's creation is commonly attributed to Anton Drexler.
@yogithebear, "Ask a true German how they feel about Jews" are you insinuating that the German people are deep-down still Nazis as I can assure you this is completely incorrect.
Also, you do realise that it wasn't just Jews who were persecuted right?

^^ this. Male homosexuals, gypsies, and the disabled were also persecuted, as they didn't fit in to Hitler's "Pure Aryan" ideals.
If you get a chance to see the play Bent it gives an insight into what concentration camps were like for the other groups, I saw it done at an amateur theatre and was honestly the most moving thing I've ever seen.

The nazi regime in germany started in 1933, so the pic must have been taken after spring/summer 1933, in 1932 there were no swastika flags in front of government buildings. Even though anti semitism was very widespread in the german society after the mid 20s, government persecution, or even open hostilities (allowed and/or approved by the government) did not start before 1935. So showing a menorah in a window in 1932 or even 1933 would not have had any other consequences than a bad rap. After 1935 (Nuremberg race laws) I would reckon it to be defiance, after 1938 (so-called Kristallnacht) it would have been defiance of death.
The percentage is pretty much like in all countries with a comparable structure of society. That's nothing anyone needs to guess, there's plenty studies.
Actually a fairly recent study suggests that 20% of Germans have at least latent anti-Semitic feelings...Which means 80% don't. It's certainly not brilliant, but it's hardly 'most'.

Hitler was in political office in 1919. He did create the Nazi party shortly after and preached hatred of Jews all the while.
