Vader didn't even rule the galaxy. He was a glorified errand boy for the Emperor. And I still believe that he is more powerful and successful than Voldemort.

Yuuzhan Wong ruled few galaxies. But Darth Vader could beat them up with His pinky toe. Number of galaxies doesn't imply power.

he took over not only the high school but also the wizarding government? like if you read/watch deathly hallows it's quite terrifying that muggleborns were being trialed and being told that they can't own their wands because of that.
