I really don't see the problem. We do this type of thing alot in the English language and yes it can seem strange but everyone know exactly what you mean so your message is clear. Also, graduating High School is merely a standard. That's the whole reason equivalency exams exist to prove you have the basic qualifications of a High School graduate. That said if you're in High School there is no reason why it couldn't also be a goal. It's called a short term goal. You make these so you can achieve your long term goals. A better point would have been for the usage of "higher" instead of "raise".

Won't get "hired" till you "higher" your standards.
It should be an achievement if you decided to take honours classes or ap classes. Our school has a program that teaches all college level classes and students takes more classes per day, and a lot of people drop out of that from the stress, so if a student goes through that without dropping out to traditional schooling, that should be an achievement
Graduating high school is an achievement no matter what anyone says, I was proud of myself for graduating because I worked damn hard for that dipolma coming out top of my class so fuck her opinion
