Have you ever worked with young children?

No. Why would I? I majored in trees, not education.

I have also never seen this and I while I don't work with children I have babysat a decent amount

But if you'd been in an education setting, a nursery or something, that's how they teach kids to put their coats on. They want to make them independent.

They do this all the time in my kid's daycare - it's really prominent from the 3's and older kids (who don't need help zipping/buttoning up coats), so yes, it's a teachers to kids thing.
