This dog is matted (pelted) close to the skin, and the only safe (and pain- free) way to remove those mats, is to use a short enough blade to get in between the skin and the mats. You cant brush this out, and you can't "save" any length humanely. This is painful. Not only should you brush your dog, but follow up with a metal comb to find the tangles before they turn into serious mats. Research the breed!

Use to have to shear my springer like that, if you tried to brush her, she would take your arm off.
