It really depends on how strong the dog is. If it's quite strong, it'll have no problem. If it's a weak dog it won't even try to pull the man along. Dogs won't force themselves to choke. Therefore this dog is perfectly fine.

At some point the dog is going to bolt after something, and then the chair is going to tip causing the man to get a face full of concrete. I will enjoy this day because he made no time for his beautiful doggy.
