Two things:
1) Does Germany subscribe to the idea of freedom of speech?
2) Does denying genocide not incite violence at all? If you say "it didn't happen" and someone punches you, are you inciting violence?

I think all free western nations hold up free speech as a pillar of their success. And it should be a direct incitment to violence, as in "we stand on guard for thee" section of the Canadian anthem could be construed to represent a chanting of war preparedness and therefore banned; if we were to use the convoluted intimation of violence understanding.
The holocaust was a big deal that Germany is seriously ashamed of. It's no surprise you can get arrested for something as "small" (notice the quotes) as this.
