No filter necessary. Just cleaner equipment. However I think the power consumption rates are a little understated. Those calcs may be accurate in the swamps of Orlando where you can almost cut the air with a spoon, the cost will rise significantly in Sedona where you don't need an electric hair dryer.
In a windy place this can also be done with two fans that funnel air down to a collector underground where it condenses and then you can siphon it up once it condenses. And it's free unless you count the time/effort of operating a hand pump... which isn't much.
