Cool, but I wonder if it gains more power than it looses by having the motors shift it constantly

My understanding is that moving it optimises the energy received so I believe it more than outweighs the motor cost.

Tracking solar panels are a real thing, but I don't understand why it would ever fold up. Also it appears there are tall buildings surrounding it so, poor choice of placement.

Folding up would help in bad weather, also with transporting it for installation or repair.
