One lone agent discovers this and tries to expose the AI and the program. You can image how well that goes.
I don't suppose you could reveal the agent's AO to be the middle east. You could also refer to him with a codename and then reveal that he's actually a real life bad guy on one of the last chapters. Like Kim, or Osama. That'd be hilarious.
