Humans don't have a natural language, but we do have a natural capacity for language. If a child isn't exposed to any form of language when it's young, it will never be able to learn a language because their brains aren't flexible enough anymore after around midway through puberty. This is also why adults almost never become perfect native speakers of a new language
Not true. Humans become as perfect as natives in languages all the time. Knowing a language only means knowing a few thousand words and mastering it only a thousand or more so. It's called fluency.

It can be done, but it is the exception, not the rule. Most people will never become as good as a native speaker. Yes, they may know a few thousand words and yes, they may master all of them, but that does not make them native-like. There will (almost) always be a difference that may not even be noticeable at first. Keep in mind that this is if you start learning your second language after the critical period.
i believe learning your second language post-critical-period is different than learning your first one. apparently the new words get stored next to the first ones since that brain area (Wernicke i guess?) is already developed. i assume it is possible to learn a second language as well as a native speaker would. people even forget their first language if they don't speak it for a time. it's all very changeable in our brains and the capacity to learn is really amazing.
I think we are never "master" a. Ew langiage because of things like accent. I am fluent in english but not a perfect accent. And yes I learned after puberty. If you are younget maybe. I have known people that speak 2 languages perfectly buth both are constantly reinforced at a very young age.
