Yes cops are permitted to force entry for welfare checks, especially if a family member called in the concern, however if they are told to leave by the individual in question after making face to face contact they have little choice unless the individual is showing obvious mental distress or shows signs of attempted self harm. The cops will ask the person questions and if they meet a certain criteria the cops can institute a protective custody and transport the person for further medical evaluation. Cops do a similar thing during domestic incidents (a little hint, one answer is all that's needed to meet the criteria for domestic violence screening, in my state anyway, not so sure about welfare checks though)
That cop is a cunt. You may hate lawyers but if someone told you to go check on someone you do NOT say that ever. Under your breath or behind a door someone may hear it. Then if they do it you're held accountable to a certain degree.
