I lived in Houston, 100+ plus 100% humidity, and no air conditioning, and they still don't. But by all means, they MUST be able to watch videos and post statuses. Who cares if they pass out from heat stroke, as long as they live stream it.
I once worked with some Brits, we had to take a school bus for some event and they asked me if we actually rode these to school every day. I don't think they do

Because that's an old bus. They have newer busses.
And because we don't want our kuds on buses with a bunch of strangers. Also, the school buses go to specific stops and straight to the school, no chance of kids getting off on the wrong stop because they can only exit at the school, at least on the way there
But the scholar buses here aren't special yellow buses. They're only normal buses that take you from one stop in your village to the school

No, it's because they are 16 and prone to impulse control problems, like all teenagers. Also, again, it's not the kids I don't trust but the stranger on the bus. No, thank you, I will stick with the free, supervised transport provided by the school district.
