Nah, Stark built him a back brace thing that let his neural signals skip the damaged part of his spine it seems like. In the movies that is... in the comics he's more like Deathlok or DC's Cyborg.

Well if rocket can't take Rhodes legs then he can take nebulas arm

or eye... or brain.... or jaw... or basically any other part of her body.
