Hey maybe the city was too clean beforehand and all the people that get paid to clean up some of those places got laid off cause there was no work to be done. So if you THINK about it maybe he's the good guy eh?

I don’t mind littering as long has it’s organic material (paper, orange peels) and you put it out of sight.
