Not really normal, but it makes sense when you consider that a trained dog is waaaay less likely to run out into traffic compared to the average toddler
Let's just assume that it's a very well trained dog and a very untrained kid for the sake of argument. Why might not be the case.
1. Why are you training the dog better than you train your own kid?
2. Even well trained dogs act unexpectedly sometimes e.g. chasing an animal or a being aggressive to threats.
3. There are other methods to prevent your kids from stealthily vanishing in a second e.g. holding their hands, keeping you eyes on them, tying a balloon to their hand, making them wear squeaky shoes etc.
4. You don't put a leash on a puppy or kitten, right? Then why are you putting it on a toddler?
5. Who treats their pet better than their own kid? I'm not saying humans are better than animals, but it's bizarre how welcoming it is to treat a kid in a way we dislike treating an animal. We feel sorry for putting an animal on a leash but it's awesome if we put it on a toddler??

You're right on most counts, and it isn't really right, but its better than some kid getting run over because their parent couldn't be bothered to keep track of them
There's nothing wrong with putting your kids on one of these leashes. They don't hurt them, they keep them safe, and they allow the child to have some freedom without being in danger. Some kids dont like to hold hands or be held, some kids with sensory issues or autism like their space even from their own parents. These leashes are made for kids, this is not some inhumane contraption she has on her child. she's not treating it any worse than her dog, in fact she cares more of the safety of her child than her dog. I think it's strange when people put their dogs in a stroller but it's not hurting anyone just like these toddler leashes aren't hurting anyone.
Literally just today, I was crossing the road at a red light, and also a mother with a pram and a child were also walking, but the light turned green and the child was still on the road and the mother had to call to him to quickly cross the road
My parents used to put us on leashes when we went out. There were four of us, and kids are dumb as shit and will run off and probably get run over. I'm not even mad.

but I used to see mothers leash their children when I was young at hometime after school, and it looked cool. I wanted one.
