I think the administration's only been trying to defend his words, rather than refute whether it's been said or not. I don't think he's denied saying it, or at least, he can't deny it.

He did deny it. He admitted to using "tough language", but says he never used that word.

He denied it, but now everyone's thinking it. lol

That's the problem with jerks wanting to latch onto whatever makes him look bad.
