Yes and no. Left in a state of instinct most humans tend towards self interest, cooperating where it's most beneficial to their survival. In low tech societies isolationist xenophobia, narrow views, mob mentality, idiocy, hate, prejudice, abuse of power all still occur. Technology can enable human negative traits. It can give each individual ability and power that alone they otherwise couldn't posses. Technology can give us choices to be less evolved philosophically and make those choices easy and remove many consequences. Technology can be used to expose evil, or to facilitate it. It can give a voice to those in danger, or serve as a weapon to those seeking to harm others. It lets the world share the knowledge of the wisest of us, and allows the most ignorant and disgusting a platform to reach more minds. Give one man an axe and he'll create a new home, another will create a mountain of bodies. The axe is just a tool.
