do we know that for sure? i mean.. he could have remove his plate number (painted over, removed it, have a gadget which hide it usw).. there are even gadgets who let you hide your plate with a push of a button.. and if we look at this car, it looks like it's tuned.. so the stranger maybe have such a thing (or he is dumb.. or both)

I'm betting no plates + speeding is why the car was pulled over in the first place.... otherwise.... legend.
