... Legalize murder and rape? I don't think so XD. One could argue civilized society itself is a product of natural selection as the smartest were often most likely to survive, especially considering humanity's brutal history. In that sense, legalizing everything would be going against society's evolution, thereby in a way defeating the point :p

"Smartest" doesn't mean book smart or even common sense smart. Survival is a cockroaches game. In history where things were often very tough those who survived were the ones who when they had to make a choice between life and death chose life. That when they were at the last of the food they ate it, and when that ran out they ate the others before the others ate them. Society has evolved to reduce the brutality of choices we face but to still reward those who are most able to exert their will regardless of any morality or knowledge base. We cooperate as a society where it suits the individual, not as a collective to serve a greater good against our own self interest. Laws exist to guard commerce. We ban that which works against the interest of those in power continuing to be in power and accumulate wealth, such as that whichs undermines the stability required for steady commerce and control of conditions. That is why we don't legalize everything. It goes agiant the interests of power.
Fun idea but ultimately pointless. One can be "dumb" but still losses the intelligence to succeed. Look at Paris Hilton or Donald Trump who many call dumb but seem to be living well. So if all the "idiots" and "weak" are culled, we return to the roots of society- which led us here. Because evolution only favors nobility when it is prudent. The rest of the time it favors whoever succeeds best by any means. The larger definition of stupidity may shift, but the world would still be marked by those best able to exploit it to survive and thrive, and those who support them while not thriving as well- onwards down the pyramid to the very bottom. If you chop the bottom off of something it doesn't lose a bottom, it just gets a new one that used to be somewhere in the middle. And of course- infer any examination we can see all manner of practical faults in the idea.
